Safeguarding and data

This page explains the rules, in plain words.
Safeguarding
- Learners under 13 take part only in facilitator-led sessions.
- Young people take part only in sessions run by a certified facilitator.
- The first pilot is for adults aged 18 and over. Work with younger learners begins only after local legal advice has cleared the age and consent rules.
- A Do-No-Harm Check is signed by the facilitator before a solution reaches users.
- Every hub has a signed data protocol and a named data owner before it opens.
What this website does
- It has no accounts, no forms that save information and no analytics.
- It uses no cookies for tracking and loads no third-party scripts.
- It can save a copy of its pages on your device so it still works offline. That copy contains only the public pages, no personal information, and you can clear it in your browser settings.
- If you email BBC, your message will be read by the BBC team. How messages are kept, and for how long, is still to be decided with local legal advice.
What BBC collects about learners
At this stage, learner records are kept by the hub on paper and in a single spreadsheet per cohort, using codes rather than names where possible. BBC collects only what a step needs. It does not profile learners, rank them against each other, sell or share their data with advertisers, or publish anything about a named learner.
Eight rules for learner information
Rule 1
Separate consent for research
Consent to take part is separate from consent to have data used in research. A learner can join a cohort and say no to research use.
Rule 2
No ranking
Unaided checks are for learning, not for grades, selection or league tables of learners, teams or hubs.
Rule 3
Small-number rule
A group below a minimum size is never reported alone. The minimum size is still to be decided.
Rule 4
Pseudonyms
The evaluator receives IDs, not names, and no date of birth, school or address.
Rule 5
18 and over for the pilot
The first pilot is for learners aged 18 and over. Nothing is measured for under-18s until local legal advice has cleared it.
Rule 6
No named data to partners or funders
They receive counts and confirmed outcomes only.
Rule 7
Learner first
A learner sees their own results before anyone else, can export them, and can correct or withdraw them.
Rule 8
No profiling
Results are never used to infer traits about a learner or predict their future.
Your rights
- Learners own their portfolio and can take a copy in open formats.
- A learner can ask to correct or withdraw their data.
How results will be measured
- Impact is counted at community results: where the partner confirms the solution is in use, at step 8 and again at day 90.
- An independent evaluator agrees the design and thresholds before week 1.
- BBC will not claim outcomes it has not measured.
BBC has not yet confirmed which data protection laws apply in each pilot country. Local legal advice is being arranged before any learner records are kept beyond paper and a hub spreadsheet.
